This is the third webinar of the MENASP Webinar Series: Knowledge, Social Policy, and People Winter/Spring 2024 season. In this webinar, organised in collaboration with the Institute for Research into Superdiversity (IRiS) at University of Birmingham, Rana Jawad (MENASP Network Convenor) and Nando Sigona (Director of IRiS) will talk to Luca Pellerano and Lea Bou Khater from the International Labour Organisation (ILO) about their new insights on the state of social protection for migrant workers in the Gulf Cooperation Council (GCC) countries.
Globally, migrant workers frequently have some of the lowest rates of access to social protection, due to both legal and practical barriers. The challenges of extending social protection to migrant workers are acutely evident in the countries of the GCC, where migrants constitute the bulk of the workforce.
Dr Luca Pellerano is a Senior Social Protection Specialist for the ILO in the Arab States region. He has provided technical assistance on the design, implementation, and evaluation of contributory and non-contributory social protection systems and programs in the Arab region, Sub-Saharan Africa, Eastern Europe, and Central Asia. Prior to joining the ILO, Luca led the Poverty and Social Protection team at Oxford Policy Management (OPM) and served as a Research Economist at the Institute of Fiscal Studies (IFS) in London.
Dr Lea Bou Khater is a Social Protection Technical Officer at the ILO Regional Office for the Arab States since 2021. She is a former lecturer in development studies at the American University of Beirut (AUB). She earned her PhD in Development Studies from the School of Oriental and African Studies of the University of London. Her research focuses on labour relations and social security. Currently, she explores the legal and effective social protection of migrant workers in the Gulf region. She is the author of The labour movement in Lebanon: Power on hold, MUP, 2022.
